There is no code about materials for building house in France, you can build a straw ball house if you want but there are professionals recommendations to follow if professionals want their work can be insured.
Unfortunately, there is no recommendation for straw ball, it is also difficult to find professionals for straw ball house building.

but how do you building without offiacial permission? THEN EVERY BUILDINGS ARE ILLEGAL.

As Gwalarn said, in France, the official permissions of building (permis de construire) don't mention the material used (except the cosmetic aspect of the faces of the building). Any material can be used provided it looks even with the buildings in the environnement (local city regulations, there can be exceptions).
This is valid for private building, I don't know about public ones.
